About Local Law 31 & XRF Lead Testing
New York City Local Law 31 requires residential building owners to conduct XRF lead paint inspections and abatement by August 9, 2025—or sooner if a child under 6 resides in the unit. This applies to all buildings built before 1960 and those built between 1960 and 1978 where lead paint is known to be present. Local Law 111 of 2023 expands this requirement to include common areas. XRF testing is a non-destructive, fast, and accurate method that uses X-ray fluorescence to detect lead in paint layers, making compliance both efficient and safe.
